Dave Cottrell‘s insight:

Only time will tell if BC sockeye will recover.  Some recent studies suggest that there are cycles that are not as affected by fishing as once thought.  A really low return, such as what is being seen this year, could simply be the other end of the cycle for this particular group.  More studies are certainly needed.
